One reviewer accepted the paper with minor revisions and the other did not explicitly say whether he rejected it or asked for a major revisions. The latter reviewer's reason was that I did not include (for him) relevant literature. But, I repeat, I'm not sure what was his decision.

I waited 1 month for the initial editorial decision, then around 2 more months until I got an R&R. The same process was repeated after I resubmitted the paper. The reviewer's comments were thorough and fair. My only complaint for this journal would be that editorial decisions seem to take longer than at some other journals.
