I waited 1 month for the initial editorial decision, then around 2 more months until I got an R&R. The same process was repeated after I resubmitted the paper. The reviewer's comments were thorough and fair. My only complaint for this journal would be that editorial decisions seem to take longer than at some other journals.

If you really need six weeks to decide that the paper is too technical for the journal, then you are not doing your job properly!
